fcitx-kkc-dev software package provides Fcitx wrapper for libkkc - library development files, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install fcitx-kkc-dev
fcitx-kkc-dev is installed in your system.
Make ensure the fcitx-kkc-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep fcitx-kkc-dev *
You will get with fcitx-kkc-dev package name, version, architecture and description in a table
